NTT DATA Services currently seeks a Business Analyst (Level 3) to join our team in Albany, New York (US-NY), United States (US) .

Daily activities will include, but are not limited to:

  • Oversee the requirements analysis efforts related to the implementation of the Integrated Eligibility System. Coordinate across internal IES divisions (PMO, Business (BA/QA/OCM/Training), Technical, and Operations) in Albany and NYC.
  • Lead the IES business analysis work efforts to identify as-is and to-be IES system requirements and design.
  • Using the IES prescribed business analysis methodology, processes, toolkit and tools including but not limited to context diagrams, process flows, use cases, requirements traceability matrix, user interface specifications and mockups, train and manage a team of business analysts and their deliverables.
  • Oversee requirements gathering, validation, and rationalization processes;
    Review work products to ensure system planning, design, and delivery are in line with business needs.
  • Liaise with relevant stakeholders, including agency and local district subject matter experts, users, and executive teams to ensure business needs are met.
  • Evaluate project timelines and priorities.
  • Manage blended teams of State and vendor resources.

Mandatory Qualifications:

  • Seven years of experience working on complex projects with two or more years in a leadership role as a Business Analyst.
  • Seven years of experience leading and managing a team of business analysts executing client-focused requirements analysis and identifying, documenting and validating system requirements for continuous integration and deployment.
  • Seven years of experience reporting and presenting to stakeholders and senior management.
  • More than seven (7) years of experience leading and managing requirements analysis in the Human Service domain with a focus on eligibility, enrollment, case management, and payment functionality.
  • More than seven (7) years of experience leading and managing requirements analysis in the Human Service domain within a State-supervised, locally administered environment.
  • More than seven (7) years of experience leading and managing requirements analysis on a Mainframe modernization project covering multiple complex functional domains.
  • More than seven (7) years of experience leading and managing requirements analysis across multiple agencies.
  • More than seven (7) years of experience leading and managing requirements analysis using requirements management tools similar to Blueprint Storyteller.
  • More than seven (7) years of experience leading projects that align requirements with federal standards, conditions, and regulations, including the FNS 901 handbook and System Integrity Review Tool (SIRT) for SNAP or Management Information System (MIS) Integrity Review Tool for WIC.
  • More than seven (7) years of experience leading and managing teams of 25 or more business analysts.
  • More than five (5) years of experience training 3rd party resources in prescribed methods and overseeing requirements development for 3rd party resources.
  • More than seven (7) years of experience leading and facilitating meetings, workgroups, etc.
