Description Provide PPBE support to the N2N6 Airborne Intelligence, Surveillance, Reconnaissance, and Targeting (ISR&T) Sensors and Systems (AISR&T S&S) requirements.
  • Assist N2N6 with analysis of the Planning, Programming, Budgeting and Execution coverage for N2N6 AISR&T S&S investments.
  • Assist N2N6 with AISR&T S&S POM coordination supporting the PPBE processes, procedures and information systems.
  • Assist with preparation of AISR&T S&S POM briefs and quad charts for submission to N80.
  • Provide support to the requirements officer in hosting meetings associated with AISR&T S&S PPBE requirements generation, seams resolution, interoperability issues and Fleet requirements
  • Assist requirements officers with development of spreadsheets, program descriptions and reports that accurately reflect AISR&T S&S capabilities, financial requirements and associated risks.
  • Utilize the PBIS database and daily PBIS Change Report to determine whether programmatic/funding/budget issues affect N2N6F2 Program Elements and Line Items. Provide support to N2N6F2 PPBE Coordinator on appropriate query procedures. In coordination with PPBE Coordinator and the AISR&T S&S Requirements officers, provide recommendations on how issues should be distributed within iRAPS and the NIMS databases.
  • Review program obligation and expenditure rates reported to N2N6F23 prior to FMB mid-year review. Highlight program under-execution/poor performance for the AISR&T S&S Requirements officer and N2N6F23 Branch Head for resolution and/or future year planning and programming consideration.
  • Review OSD Issue Papers, Resource Management Decisions (RMD) and report on impact to the N2N6F23 portfolio. Verify that N2N6F23 responses/reclamas are developed in proper format and contain accurate financial data.
  • Participate in N2N6F23 financial reviews. Support respective requirements officers and Branch Head during AISR&T S&S financial reviews.
  • Assist with development of responses to proposed Congressional actions and preparation of Congressional Staffer Briefings related to AISR&T S&S Systems. Ensure that any required follow-up documentation is provided in prescribed format within established timelines.
  • Summarize Congressional budget activity with respect to N2N6F23 investments. Provide this information to NN6F23 and N2N6F2 Division PPBE Coordinator.
  • Provide technical and administrative assistance in support of N2N6 response to Government Accountability Office (GAO) interest in AISR&T S&S. Assist N2N6 with responses to GAO audits, reports, and other tasking. Present recommendations in government format for Branch Head review by established deadlines.
  • Provide technical and administrative assistance in support of N2N6F2 execution of the Joint Capabilities Integration and Development System (JCIDS) generation of capability-based requirements documents such as but not limited to Mission Area Analyses, Functional Needs Analyses, Functional Solution Analyses, Initial Capabilities Documents, Capabilities Development Documents, Capability Production Documents and Test and Evaluation Master Plans, in conformance with CJCSI 3170 (Series) and SECNAVINST 5000. 2E addressing support for capability development processes.
  • Attend meetings with OSD, Joint Staff, Congressional liaisons, and other services on joint requirements and issues that support the development of N2N6 requirements.
Required Qualifications
  • Ten years of experience.
  • Navy Airborne Intelligence, Surveillance, Reconnaissance, and Targeting (ISR&T) Sensors and Systems (AISR&T S&S) experience
  • working knowledge of PPBE process,
  • Navy staff experience a plus
